sorry this is a bit late, but wanted to say i had the same eperience with those dogs... my dog does not like other dogs..so i had to run at full speed for nearly 2 blocks.
recently i had to break up a dog fight because the owner had the dog off the leash and unsupervised in his yard. his dog ran towards mine (who was on his leash). i was lucky to avoid a bite.
i don't think there is a vet who would dispute that there are dogs who like people BUT do not like other unfamiliar dogs. please do not assume that because your dog is friendly with other dogs that it is OK and safe to have it off the leash. this scenario is very stressful and unsafe for those of us trying to walk our dogs. if we all follow the rules then incidents related to dogs in the neighborhood could be reduced.
