I haven't seen the dogs you are talking about. You can track down the owner of the house at www.charmeck.org. Go to the real estate lookup page and you can get their name and maybe even a phone number. Give them a call and see how they respond.
If they won't do anything and you still feel the dogs are dangerous than call the city and report them. There may just be a problem with their invisible fence.
If my dog is bothering a neighbor I would like them to tell me first before turning me in to the city. But I also have a child and a nice dog. If either were hurt by a dog that others knew was dangerous and did not report....well let's just say I would be very angry.
