There has been a white cat with a blue harness in my yard and my neighbors' yards for the last two weeks. We have not yet been able to get close to it, but it has fought with other cats in the neighborhood, and its harness seems to be too tight and is rubbing the hair off its neck. This is not a happy cat, please help.
